The Healthcare Services Employees’ Union (HSEU) and GovInsider have signed a partnership that aims to accelerate workforce transformation within the healthcare sector.

The collaboration will see both entities jointly coordinating events, sharing content and cross-marketing membership/partnership benefits between each other’s audience.

The memorandum of understanding was signed by HSEU President K. Thanaletchimi and GovInsider Director Tyler Lim on 16 September 2025 at GovInsider’s Healthcare Day symposium.

Through this new partnership, HSEU and GovInsider aim to align the transformation efforts of both the public healthcare sector and the union, thereby ensuring that the majority of healthcare workers are future ready.

In his address, Mr Lim said he hoped that the collaboration will support the work of the Company Training Committees (CTC) and the implementation of the Operation and Technology Roadmaps (OTR), while bringing “greater access to learning content and events” to HSEU’s members to encourage them to build deeper expertise and adopt technologies.

He added that although events like the Healthcare Day symposium allow stakeholders to explore innovation and transformation within the healthcare sector, technology is simply an enabler and people who leverage it remain key.

Ms Thanaletchimi echoed Mr Lim’s sentiments. She said: “We cannot meet the demands of tomorrow with the workforce models of yesterday … [While] digital disruption offers a powerful catalyst for change, technology alone is not the answer.

“It’s how we use it, how we integrate it into our systems, our workflows and our culture that will determine its impact.”

Outcomes of the HSEU-GovInsider partnership

The partnership between the HSEU and GovInsider will give healthcare workers greater access to technology, knowledge, and platforms to support their professional growth.

Under the agreement, HSEU members will be able to attend GovInsider’s curated events for free. At the same time, both organisations will collaborate on media content and co-host healthcare events to highlight innovation in the sector.

GovInsider will also provide media coverage, event booths and digital resources to promote union membership and participation.

In return, HSEU will share GovInsider’s content with its 50,000 members across public and private healthcare.

Spotlighting the Healthcare Academy

GovInsider’s Healthcare Day 2025, themed “Advancing Healthier SG with Innovation,” spotlighted the Healthcare Academy as a key driver of progress in healthcare and community care.

The Healthcare Academy is a collaboration between HSEU, NTUC’s e2i (Employment and Employability Institute), and NTUC LearningHub.

Together, they provide the healthcare sector with strategy planning, workforce training, leadership development, job-redesign, and job-matching services.

“It’s designed to empower our healthcare professionals with the skills, mindset, and support needed to thrive in a rapidly evolving landscape,” said Ms Thanaletchimi.

The event also highlighted training, placement, and employment (TPE) initiatives, brought together by government agencies, tech innovators, and community care providers, and shared insights on new healthcare trends and sustainable practices.

Innovation through CTC

It was also an opportunity for HSEU to showcase the Labour Movement’s CTC initiative.

Ms Thanaletchimi shared how Ng Teng Fong General Hospital’s CTC project called “VitalScout” has helped enhance patient safety and operational safety.

By tracking a patient’s vital signs in real-time, VitalScout automatically sends this data to the hospital’s electronic medical records system. If any abnormalities are recorded, it can trigger an alert so healthcare workers can respond quickly.

“This is just the beginning. There are other innovative projects we can build together, such as the Smart AI Rostering to revolutionise workforce scheduling, Smart Inventory Management to address supply chain pain points, and Smart Facilities Management to support Singapore’s green sustainability goals,” she said.

Ms Thanaletchimi also urged healthcare organisations to work with the union and NTUC to embrace change through their CTC initiative.

To date, HSEU has, through NTUC, disbursed more than $10 million in CTC Grants through 21 projects covering both public and private hospitals.

She shared that NTUC has also successfully lobbied for a $200 million CTC Grant top-up, and this would allow the Labour Movement to support even more transformation projects.

“This funding allows us to support even more transformation projects, ensuring that innovation is not only encouraged, but actively enabled … We encourage everyone to step forward. To learn, to grow, and to modernise,” said Ms Thanaletchimi.
